ECFESA has funded full Emergency Medical Technician (EMT) certification courses for ECFPD volunteers. In a district that depends heavily on volunteer personnel, expanding the number of certified EMTs directly increases the district's ability to respond to medical emergencies across the mountain terrain. These aren't incremental improvements — they're life-or-death capabilities.
Hands-on training is non-negotiable in emergency services. ECFESA has purchased critical training tools including rescue drag dummies — weighted, human-form training mannequins that allow firefighters to practice victim extraction techniques under realistic load conditions. This kind of equipment keeps ECFPD crews sharp and ready.
Established in 2002 in memory of ECFPD firefighter Ralph Vance, the Ralph Vance Fund (RVF) is a dedicated standing fund for the continuing education of ECFPD members. A standing committee of 3–7 ECFESA members reviews and approves educational funding applications, ensuring the fund is used meaningfully to grow the knowledge and capabilities of our firefighters and EMS providers.

During extended emergency incidents, ECFESA members provide support and rehabilitation services to crews on scene — hydration, nutrition, rest coordination, and morale. When a wildland fire burns for hours or a multi-vehicle accident requires sustained response, having a team behind the team makes a real difference in crew endurance and safety.
When ECFPD members or their families face hardship — illness, injury, loss — ECFESA steps up. We have provided direct financial assistance, organized meal trains and community support networks, and ensured that the people who protect our community know that the community is protecting them too.
ECFESA supports and participates in public education events — teaching fire safety, emergency preparedness, and community readiness to residents across the ECFPD service area. By increasing community awareness and readiness, we help reduce the burden on the district while deepening the community's relationship with its fire and rescue team.
